These steps helped reduce debt, improve operational transparency, and bring the companies to a level of stable profitability — measured in billions of hryvnias. Importantly, alongside internal transformations, these companies managed to maintain — and in some cases even increase — their operational output, despite wartime conditions.

As a result, state-owned enterprises returned to paying dividends to the Ukrainian state budget. Ukrposhta, for the first time in many years, became profitable while systematically expanding its network and offering financial services in the regions. Ukrzaliznytsia, after years of losses, became a key logistics backbone for military and humanitarian cargo, all while maintaining financial resilience. The USPA adapted its operations to the new realities — including organizing cargo transshipment via Danube ports and temporary export routes for agricultural products. UDS, after decades of decline, managed to modernize its fleet, sign international contracts, and become profitable.
