In the first months of the full-scale invasion, the destruction of the Kremenchuk Oil Refinery, the blockade of seaports, and the breakdown of logistics chains led to a severe fuel shortage, long queues at gas stations, and a surge in black-market speculation. In response, the team of the Ministry of Infrastructure, led by Oleksandr Kubrakov, held emergency negotiations with key European and American producers to ensure fuel supplies to Ukraine. At the same time, resources were mobilized to reorient delivery routes — shifting from maritime shipping to rail and road corridors through the western borders, while also expanding fuel storage capacity abroad.

Direct contracts with traders were established, the network of logistics terminals was expanded, and internal market oversight was strengthened to prevent artificial shortages. Simplified customs procedures were introduced, customs and border infrastructure was urgently adapted, and a system of guaranteed supplies for critical infrastructure and the defense sector was implemented.
