The goal of «СПРОМОЖНІ» is to strengthen the managerial and institutional capacity of communities, help them navigate new reforms, plan their own development effectively, prepare investment projects and find resources for their implementation.

The training combines expert lectures, practical sessions, work with real cases, mentoring support, and the development and refinement of participants’ own project solutions. As a result, participants not only gain knowledge but also turn it into concrete tools for their daily work in communities.

Three stages have already been implemented within the platform. The fourth stage is currently ongoing.

1️⃣ First stage: strategic development, recovery and investment attraction
The first educational course focused on strategic planning, the organization of recovery processes, transparency and accountability, digital tools, European integration, and cooperation with international partners.
Participants also worked on external financing sources, preparation of grant projects, cooperation with donors, and opportunities for partnerships between communities and businesses.

2️⃣ Second stage: local finance management, transparency and investment
The second course covered budget legislation, local finance management, financial reporting and control, municipal transparency, electronic auctions, land resources and industrial parks.
Special attention was paid to practical tools for attracting investors, increasing local budget revenues, and building cooperation between communities and businesses.

3️⃣ Third stage: public investment management reform in practice
The third stage helped communities move from a general understanding of the reform to its practical implementation.
The program included online training, a practical offline workshop, and further expert support for selected communities. Participants worked on local investment plans, project portfolios, the preparation and structuring of investment projects, the application of the Five Case Model methodology, and the search for optimal sources of financing.


4️⃣ Fourth stage: PPP for Ukraine’s recovery
The project “PPP for Ukraine’s Recovery: from diagnosing systemic barriers to developing solutions” is currently being implemented within the platform.
Its goal is to help communities use public-private partnerships as a practical tool for the recovery and development of territories.
The program includes four online modules, after which 20 communities will continue working within the PPP School. Together with mentors, they will develop and refine their own project concepts, assess their investment attractiveness and prepare for presentation at Pitch Day. The best concept will receive funding for the preparation of a preliminary feasibility study.

From stage to stage, «СПРОМОЖНІ» expands the range of practical tools available to communities: from strategic planning and financial management to the preparation of investment projects and the attraction of private capital.
In this way, the platform helps communities become more independent in decision-making, stronger in resource management, and better prepared to implement projects that directly affect people’s quality of life.
