Oleksandr Kubrakov, founder of We Build Ukraine, stressed that the time remaining before next winter is critically limited. The coming weeks will determine whether new projects can be launched to provide an additional 300–400 MW of capacity to cover peak demand.

Additional risks include unpredictable policy changes and a complex approval system that still operates under peacetime regulations, delaying the launch of projects even when financing and equipment are already available.

As a result of the discussion, distributed generation was identified as the most realistic tool for rapidly strengthening the energy system. The role of cogeneration was also highlighted as an effective solution for quickly adding capacity.
